It uses a 4mm x .7mm pitch, 20mm long set screw.

You may be able to find these at a hardware store. If nothing else, you could buy a 4mm rod at Home Depot for a couple of dollars and cut it to length. You'll need to clean up the threads on the end you cut though.

Maybe a 4mm screw and do the same thing? Cut the head off and clean up the threads...

Check their fastner section.. all those little drawers.. find a bolt with the thread size you need, chop the end off.
I know both Lowes and Home Depot keep a stock of metric bolt sizes..
Make sure you pick up a nut to match it.. you won't need it for the yo-yo obviously, so why get it? Because it's the easiest way to clean up threads. After you cut the end off of the bolt, start a nut at the 'good' end (not the end you cut) and spin it all the way down and force it off the end that you cut.. this aligns any threads that got slightly bent during cutting. Try to get rid of any obvious burrs before doing this to make it easier.. you may need to grab some pliers to help force the nut over the thread.

edit: P.S. a hacksaw with a blade designed to cut metal is the quickest way to cut these.. a dremel will actually be more work.. a hacksaw will get through it in a matter of seconds.
