Try cleaning it again. This is how I do it.
1. De shield(but keep them around for later) the bearing.
2. Put into mineral spirits.
3. Shake bearing around in container, to help get all the gunk out(or if its an open container, use an implement like a small screwdriver to jiggle the bearing)
4. Pull bearing out, use a paper towel to sop up most of the extra m. spirits.
5. When most of the m spirits are gone, but its still not "dry", put the bearing onto the end of some tweezers or some other metal object that will hold the inner race in place so you can spin it(wow, what a run-on sentence...)
6. Get out your sister's/mother's/girlfriend/etc. hairdryer. Turn it onto high, and make sure its on high/medium heat(I think the heat really helps). While holding the tweezers with the bearing, and having the blowdryer positioned (I usually hold it between my legs, so my hands are free to manipulate the bearing), blow the hot air into the bearing's race while spinning/flicking the bearing. The bearing will get hot, so be careful not to lightly burn your fingers. Continue spinning the bearing, until you start getting some ridiculous spin times with a finger flick(when its hot, theres less friction I think, so Ive gotten 25 second spin times with a finger flick).
7. When spinning satisfactorily, stop the blowdryer, lube the bearing as desire(I wouldnt use too much, just a small drop, or sometimes 2, on the end of a pin is more than sufficient. 5 or more drops just sound ridiculous to me. Then reshield it.
Finally, Ive had a couple of bearings that played REALLY responsive(most of them were SPEC's, for some reason). I couldnt figure out what was wrong, but when I took the shields off the bearing was fine, great even. I think the shields were damaged, and were rubbing the bearing and slowing it down. So, it could just be the shields, try taking them off. Hope this helps. Peace.
