Just use a needle or sharp knife. Scrape out the little bits.

I normally use a paper clip. It's soft(er) aluminum, so it's less like to damage the coating on the yoyo, unless you really scrape at it.

When it dries completely, I use a safety pin to peel out the silicone. If you do it properly, you can get all the silicone out in ~2 pieces.

Some silicone is easier to clean than others.
Regardless, I hate it all, mostly because of the cleanup. give me silicone rings / pads any day.

If its a metal yoyo just drop a little bearing cleaner in the groove to help loosen up the sili'. Then use a snapped matchstick to scrape it out

The tooth paste worked it was abrasive so it scraped out the silicon.

Cotton buds (ear buds ) usual come in handy as you can remove some cotton to fit the size ofthe groove . Also another tip is to use nail polish remover (ask the lady of the house) then soak the end of the cotton and use this in a circular motion this help to remove sticky surface from pads or silicone left on the response area .

I carved a chop stick down so one end is sort of a flat screw driver/chisel shape that is just the thickness of the response groove. Works so good its not even funny, occasionally I re 'sharpen' it when it gets a bit 'dull'. Try it you'll like it.
